in a large building with large distribution switchboard with multiple feeders going to different floors,

ELCB trip in sub distribution board of one feeder is causing ELCB trips in other distribution boards of different feeders.

what could be the possible fault isolating / testing technique ?

Same as always...

1) Identify all possible components along the potential fault path.....

2) Where possible separate components or groups of components into smaller subsets.... 

3) Test individual subsets of components to identify which are functioning correctly / incorrectly....

4) Split any faulty subset groups down further to narrow down potential cause until an individual component is found..... 

4a) Allow for the possibility of intermittent or non-permanent fault symptoms during investigation.

5) Replace faulty component (accessory, switchgear, cable, connector etc...)

6) Re test to verify fault now cleared...
