Does this look like a fused neutral?

You don't know til someone looks inside..?

Supply cable could do with an upgrade too.
The equipment is located in a cupboard above my bedroom door. You need a ladder to get access. The DNO guy definitely didn't look inside, so not sure why he reported that it wasn't a possible fused neutral situation.

Hopefully sending the photos will prompt the DNO into actually sending someone who will have a proper look.

 
be prepared for a battle, thats needs work and their policy is avoid doing work as much as possible.  It is their responsibility but only because they have inherited it, they dont want it.  The situation as you have it would not be installed today as they drop their responsibility at the first possible opportunity which will be the head in the basement or wherever.  Your energy supplier charges you for electricity they have a meter to do that and as you are UKPN they also have some responsibilities for earth connections, thats it.  They wont touch anyhting else why would they! they arnt getting paid you might change supplier tomorrow.  

UKPN might introduce you to the term BNO, or they might sort it out promptly but i doubt it.  If they do sort it out they may want containment installed by building owner who that then?

 
Well I think we can all agree on the fact that not only does the supply "head" need changing, so do the incoming cables.

These days that would probably be done with a single concentric cable.

The issue is who is going to pay for it? and what access do they need to other parts of the building to do that.

Surely if your flat is like that, then the rest will be as well, unless yours missed an upgrade in the past?

Stand your ground. you don't know who's responsibility it is, jou just know it's not yours. So let them argue amongst themselves until they decide a plan of action.

I picture of your consumer unit would be interesting to see where you get your earth from.

The earth wire from the CU goes to a block. From that are two wires that go into the loft, one goes through the wall to the outside of the building and is attached to somewhere in the external gas meter box, the other goes to the back of the flat and then comes back down and is attached to the incoming water supply pipe.

so you have no earth then.

all you have is the bonding to the gas and water pipes, but no actual earth either from the supply, or from an external rod.

In the process of upgrading the cable, you may well find they give you a PME earth, in which case you can use that and job's a good un.

Otherwise you will probably need to drive a rod in and connect an earth lead to that.

Either way you will need an electrician.

In fact I would call an electrician at this point to have a look and advise you. The DNO or meter monkey won't connect an earth for you, that's your responsibility. Just get the electrian to look and advise at this point, not do anything until the cupply cabe issue has been sorted and you know what you have got.
