Flat supplies

When a flat as had the supplies into the flat wired by the developer but with a DNO head and meter,, who is responsible for the head and meter?

I would say the DNO Noz.

After all, it is their head that the incoming cable is being connected to, almost like a private utility company laying the cable for the DNO to hook their equipment up to.

The only thing is though is that there are no seals at all and T&E into the head,

Another flat (above) has the T&E straight into the meter.

I've told the owner to ring the DNO as soon as as there are a couple of issues.
