Some brake systems have a hydraulic compensator valve which is adjusted by the height of the suspension. It compensates for heavy loads by applying more braking to the rear end when it's loaded. If you jack the back end off the ground the suspension fully extends and the compensator closes (sometimes fully) this could hold hydraulic pressure in the pistons causing the brakes not to release.

If the vehicle is up on a jack try putting blocks under the back axle and let the jack down to get some weight on them.

but, I had considered that, even though its not a fancy van I have, I wasnt sure how it worked TBH,

my van actually jacks up under the rear axle at the back, so only about 2" on the jack, happy days,  :)
