You base the inspection on the type and age of the installation. GN3 sates that judgement is based upon the availability of previous reports, MW certs, EIC, engineering reports, drawings etc and if these are not available a higher % up to 100% should be inspected, however every circuit should be tested under the scope of the inspection. (This technique is called sampling) However, it also realises that there are commercial decisions to be made, and nature of the inspection should be made in conjunction with the client. E.G. I am undertaking a PIR on a industrial premises with around 1200 circuits, as I cant shut the premises down for the length of time it would take me to test all the circuits, I have agreed with the client and the insurers to I&T 300 circuits per year on a 4 year rolling programme. The only pain is that it needs to be done over a 2-week period in the summer, and its not always easy to test 300 circuits in 2 weeks
