Horstman e7 bx help

Hi I have recently moved into a new flat and looking for help regarding hot water please

In my old flat i had a water tank in a cupboard and had a on/off switch on the wall, which i left on constantly so always had hot water, simple.

this new place is completely different, there is a water tank in the cupboard in the bathroom but no on n off switch. I am guessing it is meant to heat up over night but it doesnt, i get up in the mornings and have cold water/luke warm water.

The only way i can get hot water is to put the horstmann e7 bx box boost on which is in the hallway, but this is not cost effective as i worked it out the other morning. I put it on boost for 2 hours so i could get a bath and could see the smart meter going up and up during those two hours. in the 2 hrs it cost £1.26 to heat it up.

am i missing something here? is there a hidden switch somewhere or is the water tank not doing what it should be doing.

Do you actually have E7?
Horstman switch needs to be in timed position
well i guess i do have E7 considering it says it on the box? lol,, why?

so what does the timed thing actually do, sorry im clueless?

my electric meter? im not home right now, but wil post one tommorrow.
i got in touch with scottish power to have a smart metre installed which they did on 8th feb, and they also replaced the electric meter cause he said it was 15 yrs old and outdated. so its all new,
but i didnt have hot water b4 the new meter was fited and stil dont unles i put the boost on.
 
i switched it on timed after you mentioned it should be on that setting, but still no hot water following morning
