how not to remove a crcuit

from a recent job. job was to remove some lights so the grid could be repaired (air con has been removed a while back), then re-fit lights

found this notice on DB when i went to isolate lighting

Does that say 'Rev' on the notice?!?!?!?!

If it was me I would at the very least expect them to be isolated and put into a suitable labelled enclosure behind the ceiling, but that's just me being picky............ :coat

confirmed by the fact he left the bare ended cables above the grid, just waiting to be switched back on

at least he did put some tape over the breakers....
