Yes that is rain water in a gls lamp.

What you cant see & I didn't until I took it out, is the hairline crack on top of the lamp, water got in on the top cover under the nut & dripped onto the lamp getting in through the crack.

found similar before - it was hanging from the ceiling which had a leak, water running down flex with water getting in through a crack. not full enough to get the filament wet, so it still worked

I'm amazed that the filament on those lamps has not oxidised as the glass envelope is basically evacuated, to prevent oxidation of the tungsten filament, once the envelope cracks then the atmosphere can enter the envelope, thus offering oxygen to the filament to allow it to oxidise and deteriorate.
