 I have a UK double plug socket  and when I turn one side of the other side turns off and if I flick the opposite switch it starts to ark  loudly I have turned both switches off it stops  but I am terrified if it arks again  during my sleep and it causes a fire

 
Turn the socket circuit off at your main fuse board leave the socket alone and call a local electrician out first thing in the morning, failing that bite the bullet and call someone out tonight obviously be aware that'll be pricey but much less so than a fire.

 
sounds like the socket is dead. tbh, it sounds like itll be limited to only arcing when something is plugging into that socket so unplug anything from it, rest of circuit should be fine but you could always turn it off at the board whilst you wait for someone to come fix it

 
It definitely needs checking out.  Don't be afraid, it should be a very quick job and a decent electrician won't charge you much, the sort of thing I would do for an hours labour plus the cost of a new socket, providing I didn't have to travel too far to get there.
