IEE WIRING REGS

I would be very grateful if someone can tell me where in  the Regs,  it mentions the requirements to protect single insulated electrical wiring.

I observed single core 2.5mm RED/Green/Black cables run above a suspended ceiling. They were not run in trunking or conduit.
