Interpretation of the metal board Reg. ?

In Reg 421.1.201   it begins with the words ...."  Within a domestic  household premises .....etc"       So , looking at a board change today,  it is outside the house within a meter cupboard .....so are we saying plastic is permissible or what ?

any big holes into the house itself? I'm thinking it's outside so not an issue, but some mater cupboards have huge holes into the house, and some have small holes just big enough for a the cables, though fire rated expanding foam would provide a fire barrier

thats where are the confusion is coming from... because the note says steel is an example of a non combustable material.

under the right circumstance it is combustable same as anything

As long as there is no possibility of fire spread, then since it is not within the property or its outbuildings, it should be ok to use plastic.

is there a window above? does the dweller store things in front eg motorbike?

You can use a plastic consumer unit in these circumstances. Providing of course you comply to other BS7671 regulations.
