They didn't get it the first time, thats why it was all removed and thats before the Heath Robinson effort on top. The first time more PV panels were over the front elevation and all the panels were too big for the tile space so the corners all protruded over the edges. This is there second effort :slap

I think thats also in a preservation area ( not full) due to the park opposite

well if its conservation the rules are even tighter as to how far from the tiles they can be fitted, and deffo wont be allowed anything over the roof line.
