I was doing a kitchen last week, on knocking some tiles off, I came across this.

The back box, had cables from the ring in it, connected into that was a 1.5mm t/e going down to the junction box. This was feeding, above the worktop, a double skt & fcu which ran the under cupboard lights. Another cable from the junctiomn box was going below the worktop running two other sockets, one of which had the dishwasher connected.

Where the 1.5 cable came into the junction box, they had put earth piping onto the neutral cable, I assume because the insulation was short?

YES - wallpaper over the JB counts as accessible and therefore satisfies regs :)

The cooker switch was even worse. I wished I had my camera with me. It was one of the old really big ones. When I got the front off, it was like a rats nest. Not only was the cable supplying the cooker & hob, but they had spurred from it other cables to run a tumble drier, fridge/freezer, freezer & washing machine.

 
u can supply 2 or 3 cookers off i cooker circuit, but prob not there circuit by looks of it

 
When I first started the job, I found the Ze was 4.65ohms. Turns out previous owner had tried to do a DIY PME.

This is just the electrics. The drains were just as bad!! All work done by a builder.

That's pretty poor sparking. I've come across buried JBs similar to your first photo, but the rest is way up on the list of sparking incompetence.

 
I just love the diagonal cable run... try and predict that one later on when you are fixing something to the wall!

The sad thing is, this is only the tip of the iceberg. Over the years we will all find appalling installations such as this, carried out by unscrupulous kitchen fitters. I have found this standard of work on numerous occasions, the choccy block sticking out of the JB is a classic! Were they hoping to introduce a bit more earthing??

All we can do is hope that Part P removes just a few of these type of "Installations". Here's hoping.

Unfortunately Part P has already failed its objectives, it has not and will not prevent notifiable work from being undertaken, by those not registered.

It is not enforced, and is not law,the only prosecutions that any authority have ever taken on, are for dangerous installations, where a specific danger has been found.

You can under the current Part P, totally ignore all the wiring regulations, and providing it is not dangerous, you will never face prosecution.

Sad fact, but true.

90% of the general public are totally unaware of part p, I did a survey in my local area for a paper I was asked to write on, and we did a door to door questionaire about part p.

Out of 100 doors we got an answer from 90% had never heard of part P.

The 10% who did know of part p, 4% did not know what it meant as far as electrical safety, the other 6% where tradesmen who are builders, tilers, kitchen fitters, and joiners who knew of the regulations, and there was even 3% who where, and are electricians working for local companies.

One quote that I did recieve from a building control officer was

" I could see that the cables where all over the place but he was registered and gave me a certificate so what could I do?"

He knew the installation did not reach the required building standard, but was powerless to do anything because an eic was issued.

Anual assesments do not work, I believe the only way is to do spot checks, and get the cowboys out of the game all together.

and get the addresses for 'spot checks' from where?

id imagine that many kitchen fitters etc who are registered dont notify many of their jobs
