Has any one ever heard if testing a lighting conductor impedance by disconnecting the rod from the down conductor and testing between the 2 open ends.

Why do you ask? Lightning conductors is a specialist subject, but to test impedence of the rod, it makes sense to me to disconnect it.
 
Yes disconect. The rod. But to then just test disconnected rod to bonding tap does not give you a impedance of the rod.

Shouldn't installing a TT rod be a specialist subject then as many of them are badly installed

With regard to the specialist subject of lightning conductors some of the testing and installation of additional rods I have seen recently certainly didn't comply with any of the regs or standards on the subject and this work was carried out by so called specialists

As an electrician I was involved with lightning protection work 40 odd years ago back then it was all considered to be normal work for an electrician
