The fuse is there to primarily protect the cable . Using flex from a plug top seems like good practice to me

If the length is going to be excessive, 2.5 flex will go into a plug. I "think" 4mm might; at a squeeze (and it flippin would be!)

I'd probably say you'd get a 2.5 into a decent plugtop. 4mm I wouldn;t even bother trying, 16A plug and then short 16A socket to BS1363 adapter made with 1.5 flex.

Would have to be a bloody long way to start needing 2.5mm, or even 4mm at 13A max.
