Metering for flat above a shop

Evening!

This query relates to a flat above a shop. In the shop are the DNO supply fuses, meters and more.
Does every part of an installation after the meters actually belong to the customer?

If so, how does a supplier fit/ bill for a separate meter in a flat?
If not, how does ownership differ in this mixed commercial / domestic setting?

The flat is empty as previous tenants were evicted after growing things they shouldn't so i'm planning a rewire.

Hope the pictures illustrate the situation, but here's a summary:

The shop has one supply cable with two 100A fuse carriers (no record of what's inside). One fuse supplies the shop smartmeter (changed 2018), supplier is Scottish Power. The other fuse supplies an old 40A analog meter that then feeds a 60A fused switch. Tails from that go up into the flat above the shop. The Neutral goes directly into the flat consumer unit main switch and then a second cable goes from there to the pre-payment meter in the flat. The Line goes into a henley block below the CU, then to the pre-payment meter and on to the CU. The meter has lots of debt on it, so is not passing power through, has no cover for the terminals, and belongs to E-On (according to Western Power's search facility).

I left the flat fully isolated by turning the switchfuse off in the shop.

For the rewire i'd like to install new tails from the switchfuse in the shop to relocate the consumer unit to a more convenient spot. Can i move / remove the pre-payment meter as well do you think?

I've got more questions but will post separately as they're not to do with metering!

The owner has told me to sort whatever needs doing, so that's why I reached out here to see if anyone had come across something similar.

My original first question still stands. Is equipment after the first meter the customers responsibility or not?
 
From the pictures, the flat meter is fed from the 2nd DNO fuse. Therefore it's a separate feed and the property of the DNO.

It's up to them to move the cut out and meter for the flat. And it won't be cheap !
 
I think my typing wasn't descriptive enough!
The two dno fuses in the shop supply a meter each. (In the shop). The older meter then supplies the flat via a switch fuse.

My question is about the third meter in the flat itself as it's dangerous, and on the customer side of that install.
 
I still don't think its your job to get this sorted. Its up to the owner or lease holder or tenant - or who ever has their name on the account with E-On

I suspect that the second meter has been installed following a change of supplier and/or tenant who did not know where the existing meter was located. So new meter installed in more convenient location.
Alternatively?? Does the shop pay the electricity bill as a whole the bill the tenant separately? So meter upstairs may have been installed for/by tenant to check shop owners billing?
Does the flat have its own energy provider from the shop?
