if you add a light on to a circuit do you IR test the whole circuit or just the cable you install?

with l-n shorted, there is no voltage accross the transformer (expect to earth, but transformers are DI anyway)wont 500v blow the bulbs unless disconnected trannys bulbs etc or test at 250v ??
1: yesis it ok to do l&n to earth on the lights after a consumer unit change so all the bulbs dont have to removed. if so, what would be written on the EIC (niceic version)? cheers wayne
