Erm, they do. Also they do on any highway that a pedestrian is allowed. If you hit a pedestrian it is always your fault, but if the pedestrian was being stupid (like walking out into the road without looking while listening to their ipod etc....) then its highly unlikely you will be prosecuted.people who think they have a right of way to walk out on a zebra crossing before you have stopped

My sincerest appologies sir :|Zebra crossings. Give traffic plenty of time to see you and to stop before you start to cross. Vehicles will need more time when the road is slippery. Wait until traffic has stopped from both directions or the road is clear before crossing. Remember that traffic does not have to stop until someone has moved onto the crossing

With the above point in mind, I shall nominate ambiguous legislation or guidance as a Pet hate.The most ambiguous advice ever "Give traffic plenty of time to see you and to stop before you start to cross" and "Remember that traffic does not have to stop until someone has moved onto the crossing"
