what he's got is OK for a few dead tests, simple resistance along cable should indicate a broken conductor.

I'd agree, no reason why he couldn't use that to prove continuity on a DEAD cable, 3 conductors so could prove if at least 1 was defective with that meter, 3 same CSA so should be all relatively similar readings with a meter if perhaps limited accuracy,

Would be a good starting point though.
