once the hot water loop is hot why do you need the pump to still run?

Well if the pipe stat is at the pipe runs furthest point then I could see a pipe stat working, however on very large houses without the circulating pump you could stand there for a good 3-5 minutes, and these people won't wait that long, they want to turn the tap on and have instant hot water.

We normally set clock 6am-11:30pm, outside of those times and they can wait.

still fit a clock but the pipe stat is on the return at the boiler

Ah I see I thought you were saying you did not use a clock. You mean cylinder as its hot water to taps from cylinder.
