If fault is isolated by turning off a MCB, which I undestand is so in this case, then no need to look at other circuits.

Just break cct in middle as suggested earlier and see which leg has fault,

split that leg in half and do same, soon you will pin point fault OR section of cable faulty between 2 points, rectify or rewire section as required.

 
I know you said you didn`t megger it due to a phase/neutral load; however to trip the RCD there`s leakage. Join the phase and neutral together, and test between these & earth. Remember to remove the neutral legs from the N busbar, otherwise you`ll read the external N-E impedance (for TN-C-S read negligable.)

 
All cleared. Customer assured me all appliances were off or unplugged. It's been a while for her but she mistakenly believed the dishwasher was isolated at a fcu. It wasn't, it was a built in unit on spindly legs and when I removed it there was the problem. It was plugged directly into the ring on a socket fitted right behind the unit. A little bit of a learner for me. The readings I was getting and the symptoms showed a faulty appliance plugged in. Customer was convinced that was not the case. I must learn to back my own judgement. Anyway, the lady can order a new dishwasher or repair the old, her choice.
