The issue you have is almost certainly moist air being drawn in on cooling, even due to cooling due to atmospheric changes.

An "IP" rated enclosure is only, designed, to keep water out under pressure, it is not designed to keep water from being "sucked in" when airborne.

You could look at putting the 1mm hole, but, if you seriously look at the IP rating you need, you could put say an 1/8" BSP clearance hole, a valve, and a length of say 6mm OD drain hose?...

Is your instrument air truly dry?

It could be moisture in the actuators' exhaust condensing out.

If there's up to 10mm of water pooling in the enclosures I'd suggest further investigations to find the cause rather than immediately trying to treat the symptoms and silica won't help with this much water.

Can you post a picture of one of the enclosures that's flooding and the surrounding area?
