What would you do if a bathroom fitter asked you to connect up UFH that he had installed and tiled over??

Test the wiring, and connect to an (existing) FCU?

r.e. your last point - If the cable is unsatisfactory, AS FAR AS YOU ARE CONCERNED, then do not connect. Simple mate.
