Suggest you speak to Minivator, Watery, loo.   I guess brake would operate when power is removed , so could be mechanically jammed , but don't mess unless you know what you're doing ,   visions of stairlift rocketing down non stop .

Well you can find a parts list here...

http://www.dolphinlifts.co.uk/images/library/documents/minivator-930-dc-parts-manual.pdf

BUT  I dunno if or what any parts you may or may not need though!??

And  Minivators own site needs a registration logon to get to the support pages...

http://ezone.minivator.co.uk/login.html?message=The+page+you+have+tried+to+access+is+for+registered+users+only.+Please+sign+in+or+contact+us+for+an+account.&url=index.html

as the main home page has no support or tech info...

http://www.minivator.co.uk/index.html

I am inclined the agree with the Ducks assuption..

and .. I also guess that

Registered and insured contractors etc..

will have access to on-line or phone support from the manufacturer..

:popcorn

minivator  930 stair lift. flender magnetic brake locked. how to reset ?

Sorry but as said you should ask the maker or on a dedicated forum (If you can find one)

The reason is: The stair lift is electric, but that does not mean an electrician will know how to fix it. Electricians will run in a supply, connect to provided equipment, but to fault find (Which is what you are asking) they need the relevant information, hence the replies you have had.

I wish you luck.
