Storage heater time switch

Can you tell me who is responsible for the time switch and cotactor relay that controls storage heaters in a property?

The time switch seems to have been sealed by the electric board, so I presume it is their job to maintain it?

Yes it's the responsibility of the DNO, or more correctly your energy supplier.

What's actually wrong with it?
