Know where you're coming from, we live in a disposable world... it's a shame really :(
depending on the light fitting, they dont open up to change the lamp without breaking them (rusted screws etc).

can also be awkward gettin a replacement ballast that fits without having to bodge it in. by the time you have done all that, you could have probably changed the fitting and got other work done

Was talking about pool pump but you're still right, needs replacing! ;)
