Well it's running now and the stat is on 23.5 so it should have sent a signal to it to stop surely?
This isn't rocket science.
Where did the 2 "engineers" come from?
funnily,You are just going round in circles here. you are not going to diagnose and fix this on a forum.
you have been unlucky and employed incompetent "engineers" who charged you money and failed to fix the fault.
Do as I suggested earlier, find a local electrician, who you have confirmed before hand understands gas heating systems. He will be able to determine if it's a thermostat fault or a boiler fault and fix it.
