You have missed nothing....

you are correct...

the article is Advertising bumff trying to promote the "single register" of competent persons...

(which excludes a whole raft of competent qualified skilled and correctly trained electricians)...

that ye olde scams and govt committee debated not so long ago along with the Part P review stuff....

He is just trying to make the "Partial" register sound more important by pretending that you have to use registered contractors..

Which you dont..

DIY's can still do the majority of domestic alterations without even needing notifying anything...

And unregistered sparks can still do loads of work...

you may recall they actually diluted the already weak Part P requirements...

and even those weak rules are not policed or enforced anyway...

So legally people can still use whoever they like to do electrical jobs...

Bob the odd-job man at the pub is still in business just as much as any pukka qualified Spark!
