When Domestic Installers Should Stay at Home

Going back to this 'Domestic Installer' / 'Electrician' title - which one of the titles would be appropriate for someone having completed the 2365 L3 but not completed the NVQ part of things? Surely they are more qualified than a DI course, but obviously not as qualified experienced as a time served spark.
