Wiring In A Sedgwick Planer

Hoping someone can help I have purchased a Sedgwick Planer MB and it’s currently wired as per 3 phase and Earth starlight through a junction box to a 32a plug. The board has a 32breaker but it doesn’t seem to start occasionally there is a tick noise coming from the box.

The manual says a required 39amps for start up?

Any idea what I’m doing wrong? And advise would be greatly appreciated.

Should this read; "it doesn’t seem to start, occasionally there is a tick noise coming from the box"

I think they have all three phases connected together to the single line in their house and wonder why it will not go..
