I always assumed Blue was used for neutral as although it wasn't in the regs, brown and blue flexes were common, so everybody knew that blue was neutral.
 

 
havent we always used the L2 as the switch and L3 as the neutral?

why change?

I don't disagree with that, but the reason for the original ordering of L2/L3 / yellow/blue / live/neutral was purely colour based. The 3 phase equivalent argument doesn't really mean anything in this context.
