Do I understand that the council are paying for (all/or part) of this work? Why do they say you can't put in a formal competitive quote? If you can do the work cheaper and still comply with all current regs etc surely that would be saving everyone some money?Doc H
Its just their rules and for whatever reasons they've got I dont know. I'll just let them get on with it with a watchful eye of course to make sure its all done properly, however when the work will start is another question, could be waiting ages. Council are paying for majority of the work, we have to give them so much towards it and pay extra if we want better quality fittings, tiles flooring etc. Could do without the hassle really, not sure where I am going to store my tools and stock whilst the work is in progress. However the Missus needs are priority so I will have to make alternative arrangements.

get the builder to price the electrics, and give you the job?
