I assume, in order to verify the changes made are safe and correct, you will still be testing?
Or are we talking skipping testing as well?
If testing for your own safety & verification..
a few more minutes writing out a certificate isn't a major cost or inconvenience!
I would tell the customer whoever does the work should still test their changes to make sure they ain't gonna electrocute him or burn his house down! especially higher power kitchen circuits!
Personally I would test & cert & notify..
