I`m fairly sure it requires a current flow - so an unused cct, I think, doesn`t sweat goo.

The current flow speeds up the natural seepage process, cold unused cables will still seep but not at the rate of the used ones. Evidence of this can be seen at terminations were more heat is produced.

The plastisol used in the manufacture of older cables was introduced to provide flexibility in the cables, so once seepage has occurred the cable sheath will become more brittle. Another reason for leaving it untouched when discovered.
