    what two port valve has been installed? Sound like cylinder thermostat is working correctly so I bet the valve hasn't been unlatched (some valves do this automatically when energised and some don't) or the micro switch is stuck between grey and orange.

    spot on...The purpose of an RCD test is not to establish the integrity of the circuit as this should of already been done if the correct sequence of tests have been followed. I wonder If the people who carry out RCD testing not at the RCD itself  do so at the extremity of the circuit and record...

    RCBO sounds fine to me. 20ms is the result you should record on the schedule of test results. As Rob the rich has pointed out there looks like a loose connection on the neutral or trapped insulation as the r1 and rn readings should be within 0.05 of each other.

    I've seen neutral earth faults that stop the RCD from working correctly and also stop the test button from working. Ideally it should of been tested with the load disconnected as something plugged in could cause noise or if there is a capacitor or something of the likes could produce readings...

    Even if it wasn't PME the minimum CSA of the bonding conductor would have to be 6mm copper so if using the armour as the bonding conductor it would have to still provide equivalent conductance of the 6mm copper conductor. 6mmx8.5mm=51mm, so the armour would have to have a minimum CSA of 51mm...

    Just given you a scoob :Salute . I cant remember the ratio off the top of my head but using the ratio phoenix provides in post 34 of 8.9 and using the pdf you've just posted then a 95mm 2core armoured would provide equivalent conductance if a 10mm copper bonding conductor was needed.
