The resistance figures in appendix 4 are based in an operating temp of 70 C spin, so no need to apply a factor.

Those figures are not resistance per meter.

They are current carrying capacity and voltage drop figures.

 
Never even considered looking at those.

Was taught to use the Tables in GN3 for some reason.

 
I agree that you may have been mislead, you apply the 0.8 or 1.2 factors when calculating R1+R2 values, not on the current carrying capacity
