Is it possible if the client gets the meter moved by EDF, can you then reconnect to existing consumer unit 13 meters away. Basically can you extend the tails to 13 meters.

Yes you can as andy has said you would need a fuse to protect the tails, and under the 17th edition they would require mechanical protection or RCD protection unless buried more than 50mm into the fabric of the building.

13 mtrs is a long way for a domestic! However you would not have a problem with voltage drop.

RCD also not required if cable is surface mounted

 
You will need a switchfuse in meter box the ones I have done have used a mem 800kmf one for sale on ebay but you can get them from wholesalers they have 80 amp fuse which dno like as they want that to go before main fuse. You will need to protect tails or you could use swa which i have done on jobs.
