50v on ceiling rose live when switched off

When the light is turned off the energy saving lamp flickers for about 3 seconds and wondered if it was trying to light the lamp but not managing to but still consuming some amps albeit very small amount? prob wrong tho

 
Your timer/PIR/photocell may not be suitable for low energy lamps for this reason, stick a incandescent in there and see if the problem persists.

 
Your spot on wozz. Their not compatible he said it doesn't do it with an incandescent lamp but there is still 50v present on switch line in ceiling rose when switched off which ain't right is it.

 
I only popped in to see if it was induced voltage with an old analogue meter but will go back and do some proper testing . Cheers sandra much Appreciated as always mate
