bonding to water supply?

I was asked to look at a friends house they've just bought to see if I thought the electrics were OK. Obviously recommended a EICR by an approved contractor (I'm no longer registered). Amongst other faults there is no bonding to the water supply, a 4mm cable runs up the front wall all the way to the back then attaches to 2 central heating pipes??? why they didn't pull in the right size cable and at least connect it to the cold water pipe next to where they've strapped round the 2 heating pipes (although still over 2 meters from the stop tap) I'll never know.

To bond the water correctly will require damaging the kitchen ceiling to get the cable to where it needs to go. It's a single story kitchen extension with a pitched roof, stop tap right in the middle of the wall of the extension.

Whilst I know the bonding should be terminated to the pipe (all copper system) no more than 600mm from the stop tap are there exceptions to this reg if partial demolition work is required to get the cable there.

I've also suggested they install a small loft hatch to gain access to the cabling and piping so future proofing any damage required to the ceiling.

I'll upload some pics of the other ridiculous finds when i get chance.

 
reasonably practical would be the term here Fred,

so as long as it is noted on the cert where the actual bond is then there shouldnt be an issue bonding it at a more practical position.

 
van wont be unattanded any anytime, just got to drop off 1x panel then straight home afterwards. hopefully get back early afternoon and get some other work done when i get back
