Pushing the boundaries of science has always been a good use of money, we wouldn't have electricity without it and non of us would have job messing with it!
Not quite sure what we will really gain from a comet, but it will help our understanding of the universe, which may in turn lead to something else that changes the world. Anyway, it's a bit like councils spending money on Xmas lights, they have better things to spend money on, but tax payers occsasionally like money spent on something for the fun of it.
