Extractor fan install is noifiable, plus more!!

Has anyone seen the eFIXX video clip about the new Part F regulations regarding ventilation?

Installing a fan is now notifiable, plus you have to go on a course, plus you have to be assessed on this each year, on top of your normal assessment, costing a few hundred pounds.

Am I understanding this all correctly? Bloody crazy.
