rayHi KenwoodI see you are on line, it seems that there may be an explanation for your problem.
I noticed that YOUR main fuse has a L3 label fitted, this means YOU are on Phase L3, Is it possible to check your nighbours Meter box and see if he is also L3 or L2 or L1.
Do you have an Earth Rod at YOUR Garage? is it near to the Road where the supply cables may come from to supply your House?
It may be You or your neighbour MAY have a SUPPLY CABLE fault.
An Electrician with a LOOP IMPEDANCE TEST METER should be able to identify if that is so and would get EDF out to find and solve it.
VOLTIMAX from the Forum is near to You I am sure he would be able to TT.
