A phrase such as full inspection can be misleading as even a periodic inspection is not a full inspection, rather it is a sample inspection. There is no obligation to undertake greater testing during a CU change than you would do on a PIR. But you do need to verify that all of the circuit cables that you reconnect will be safe in relation to the new protective devices in the CU. As Sparkytim suggests this would include IR, CPC continuity, Zs, but you don't have to go around opening up accessories. As always it will be dependent upon what is agreed with the customer.Consumer unit change is a full inspection and test of all circuits effected.
