bottom left switch fuse - i cannot see an incoming neutral, but there is an outgoing neutral to DB above. it appears to be getting neutral from RHS DB

 
looks like the left hand side 3 phase board has single phase circuits feed from it but is sharing the neutral feed from the right hand side isolator, connected to the lhs db neutral bar.

 
Yup, its the ultimate borrowed neutral! :p

An yeah the earth was through the enclosures, granted it would be nice to have some banjo tags with earths lugged onto them, particulay where the gland plate is, but the joints where all sound, and returned a good Zdb

Pretty common on older stuff I find, but frowned on these days, rather like galv conduit as a cpc, its not done anymore very often, although still permitted

 
What about the yellow phase in the left hand isolator?

Was that just disconnected and the yellow phase not used?

No, had just been taken to the wrong side of the 'twin break' terminal (possibly due to insufficent length)

Thats an isolator not a switch fuse for a start

Right hand isolator out going cables to DB in double insulated cable

Asbestos in left hand DB fuse carriers

 
They are all black for a start and looking at the age of the installation black was the neutral colour then
They've been identified (or attempted to be) at the ends so no problem there.

I think you'll find they are grey, bad light makes everything look darker.
