I'm not suggesting that the line conductors need to be 4MMnormally a ring would consist of 2.5 L&N and 1.5 earth but because of the high earth leakage we have to use 4mm earth but that does not mean the line conductors need to be 4mm too.so it doesn't matter if its a ring or radial it still needs 4mm earth
yes, for a single copper protective conductor (543.7.1.3(ii))do we not require minimum 4mm cpc if leakage exceeds more than 10mA total per circuit?

Yes it is compliant.If using two conductors as CPC, the two do not have to add up to 4mm

"543.1.1 The cross-sectional area of every protective conductor, other than a protective bonding conductor, shall be:
