From the information given it sounds more like a classic example of not agreeing a schedule of work and an estimate or quote of the expected price before the work commenced

many people have said to me over the years, don’t worry about an estimate .... to which I ignore and send one over ..... with clear deliverables and more than once I’ve had a comment back .... didn’t realise it would be that much!

probably why I haven’t had any pricing or payment issues for a very long time 

 
 Just assumed it would be cost price for materials.


so when you go shopping at morrisons, tesco etc, do you go in with a price list from their suppliers and expect them to sell you everything for what they pay?

dont forget, included in the price is the person has had to go buy them, and it will also cover any warranty. supply it yourself and if there's a problem then you will be paying for it to be fixed

 
When you go shopping anywhere, do you buy without checking the price first?


I am aware of certain "niche products" that do not advertise prices, with the basic proviso, "if you need to ask the price, you probably can't afford the item". But other more standard goods and/or services are, 99.99% of the time, easily within the scope of estimates or quotes, prior to work commencing.  I am always amazed at anyone who allows work to commence before accepting an estimate or quote for the agreed work!

What this does expose is exactly how lowly electrical work is regarded, I can’t imagine many plumbers getting customers who expect to pay cost price for goods/materials so why expect that of electrical works?

The spark in question who did this work is a fool. Why invoice parts only? 

My guess is that the invoice includes other parts and that final payment will be expected in cash ..

Mark up on parts is a cost because it takes time and effort to acquire them

I used to ask for a deposit to cover materials + percentage markup prior to carrying out any works, this way I wouldn’t be out of pocket if customer cancelled, it also more importantly meant that the customer was then committed to the works as much as I was. 

 
South devon. He had someone helping (under the floorboards etc) who I paid cash on the day (only £100).
Classic  avoidance of paying the CIS     (  Construction Industry Tax Scheme)      when employing someone  .     Although you ARE allowed to  make "Occasional"   payments without all that paperwork .
