Until there is a definitive reg thats states dual rcd boards are non compliant then people are going to still fit them. Every new build by the big companies still have them as they save a few quid.

Yes they are compliant at the time of install if balanced correctly, but start adding to them and they very soon don't comply. But you can't turn round to a customer and say your unit is 12 months old and doesn't comply so it's going to cost you £700 for a new board.

What's the little gap for between the Porch 6A MCB and the second RCD.... Ventilation???
In this part of the country a small gap is left for many reasons
As a portal to another world
To allow wayward members of the clergy to escape
Deters tigers and 70s TV stars

Fitted by a someone who had no blanks

Who knows
