Surely they should have had some sort of consultation on AFDD's and demonstrate the absolute need for them before putting them in the draft amendment as a mandatory requirement, the biggest issue going forward is that due to the cost safety will suffer as the cost of a replacement consumer unit will become prohibitively expensive for a lot of households
we can all comment on the planned changes to amendment 2 ..,,

 but I think they are playing lip service so they can say we were consulted.

i suspect the decision has been made by face less and nameless people and we have to cope with it

I agree we can all comment but there doesn't seem to be any of the consumer bodies who claim to represent the end users / customers making any representations or openly publishing what a negative effect that the changes may have on safety due to the 10+ fold increase in the material cost of a replacement CU

You only have to look at how BSI set up the consultation and how much effort they have put into letting the world know the consultation had started

Reading the Napit piece in the latest Professional Electrician newsletter it looks like it is a done deal under the harmonisation of regs

Background to the creation of Amendment 2
Since the release of BS 7671:2018 the committee JPEL/64 have been reviewing and commenting on International (IEC) and European (CENELEC) proposed and harmonised standards. Where either IEC or CENELEC have introduced new or updated Harmonised Documents (HD), JPEL/64 are required under this process to align BS 7671 with the technical intent of these HD’s.

The review of BS 7671 is then undertaken to change, update, remove or introduce new Regulations to meet the updated HD’s. Therefore, since 2018 the committee have been working on the review and the creation of an updated draft revision to enable the industry stakeholders to view this Draft for Public Comment (DPC) of the proposed changes to BS 7671:2018(2020).
So the reality is amendment 2 is just a cut and paste exercise from Harmonised Documents when there is little or no harmonisation across Europe or the rest of the world. What are these Harmonised Documents and where are they published. I wonder how many other countries are going to mandate the use of AFDD's because the IEC and CENELEC says so
