The usual trick when the old Wylex 6 ways were full up and you wanted to add a new circuit was to remove the two lighting circuits, put them in a 2 way C/U fed from a 20A MCB. You then had a spare way in the 6 way for whatever.

Is nuisance tripping a likely issue? Can i assume from your name you have a fair bit of experience with these type of things then?But if you install them on one ring or radial you have put 4 heaters on one cctand yes they are treated as heaters.
I would put the wiring off RCD because of nuisance tripping on compressor start up.
If the A/C unit is rated at say 4A we always install 2.5 on 16A radial because if the A/C unit is turned off then back on again the comp will be under load and likely trip anything smaller
