I encountered some of that on a job once and thought what a good idea.

Installed some of this at Pinewood Studios in the late 80s have no idea where they obtained it from could have been specially made as they had their own ideas there.

it was on the market back then but never caught on, not sur why could have been the size or the price, it was slightly different , the CPC had as much insulation as the live pair, so was bigger overall,

There was a singles and earth version of this out in the late 60s. It even had a black or red sheath to make life easier

supplier sent me some reels of that a while back instead of the usual T&E. because of all the extra insulation, it was about the overall size of 2.5mm... and it didn't fit into the cable clamps on the light fittings

At one time I used to run a stanley knife down the earth to strip it, I wonder how much of the insulation would be left afterwards with this cable?
